Scaling back of aged care funding cuts welcomed

The chair of the UnitingCare Aged Care Network, Geoff Batkin, has welcomed the announcement by the Assistant Minister for Health and Aged Care, the Hon Ken Wyatt, that the Government had scaled back  some of the more severe cuts to aged care funding.

The Commonwealth Government previously announced $2 billion in cuts to the funding to meet the complex health needs of residents in aged care services. The two tranches of cuts, announced in the May Budget and in December 2015, significantly reduced the funding to the Complex Health Care component of the instrument that funds residential aged care, the Aged Care Funding Instrument.

“Our Network is pleased that the Government has listened to the concerns of aged care providers that the proposed cuts would have a significant negative impact on the care of frail, older people and has made adjustments to reduce the severity of changes to the funding instrument. We are particularly pleased that the Government has reversed the proposed downgrades to funding for the critical areas of pain management and physiotherapy.

“We also welcome the increased supplement to support the viability of rural and remote aged care services. This is particularly important as those services were most likely to be hardest hit by the proposed changes and residents in these areas have fewer choices.

Musical director wanted

Uniting Singers is a mixed voice group of singers who provide entertainment to residents of nursing homes and retirement centres. Concerts consist of songs by the whole group and items by individual members. They also include segments during which the audience is encouraged to singalong.

Most members are retirees and belong to a Uniting Church, coming from all around the metropolitan area. Uniting Singers practice at Floreat All Saints Uniting Church during early months of each year, putting  together a program of items which is then used throughout the year.

Their Acting Musical Director is currently seeking someone with more experience to take over this leadership role.

We are all engaged in God’s mission

Engaged in God’s Mission. These were the words with which `Rev Daniel Viljoen, mission development officer at UnitingCare West, challenged us with at Willetton Uniting Church on Sunday 28 August.

He focussed our attention with the reference to Matthew 25 and its message of our commitment to Jesus being expressed by the caring for others who need our support. He encouraged us all to form relationships of connection. Volunteers who directly assist in the various arms of UnitingCare are needed, but our care can also be expressed by means of donations of food, clothing and care packs.

Megan Richards and Karen Misic shared stories from the UnitingCare West Fremantle Service Centre. They assist in emergency relief areas such as accommodation support, referral to other services, food, and  more. However, the importance of just being there for a chat and to make time for people to feel safe to express their feelings is a big part of this relationship connection.

Juniper wins top safety accolade

Juniper has received Western Australia’s premier award for occupational health and safety in the workplace. Juniper is a Uniting Church WA agency providing residential and community aged care.

Receiving Worksafe WA’s award for Best Workplace Safety and Health Management System, Vaughan Harding, Juniper’s chief executive, said a strong culture of safety backed by comprehensive training and management systems ensured employees are equipped to do their jobs safely.

“Juniper prides its self on having an excellent safety culture and actively encourages continuous improvement and safety awareness,” he said.

Since 2010 the Juniper workforce has increased by 20 per cent to more than 1,600 employees, and significantly, workers compensation claims and serious injury reports had steadily decreased each year.

Vaughan said as Juniper responded to growing community demand for aged care and support services, the organisation has established new services and facilities across the State while maintaining and improving systems that support the safety and wellbeing of employees, residents and clients.

Help stop Federal Government cuts to aged care health

The Federal Government is set to cut the Complex Health Care element of the Aged Care Funding Instrument (ACFI) by $1.2 billion over four years in the 2016-17 Budget. This is on top of $750 million which was cut in December 2015. Independent modelling commissioned by UnitingCare Australia suggests the real impact of the funding cuts to aged care will be more than $2.5billion.

Funding cuts of this magnitude will seriously impact services delivered by Uniting Church aged care facilities around Australia.

Should the cuts go ahead, funding will be reduced for each newly admitted aged care resident, or those whose needs are reassessed, by an average of $6,655 per year, with a reduction in funding of up to $18,000 for older people with the most complex needs.

Critical health care needs such as wound and skin care, mobility needs, arthritis treatment and end of life care are under direct threat. Aged care services will also be limited in their capacity to deliver the level of care to meet the needs of residents, reducing their wellbeing and quality of life.

All ages benefit from digging deep in Kununurra

Older people are enjoying the fruits of a wonderful new vegetable garden they helped to create with students and international volunteers.

The project sprouted recently at Juniper Kununurra Community Care and was made possible by travel company Rustic Pathways which gives students and volunteers empowering travel experiences that positively impact communities across the world. Juniper is an agency of the Uniting Church WA providing residential and community aged care services.

Three Australian school groups from Canberra, Melbourne and Sydney visited the facility along with volunteers from all across the globe including Japan, Spain, Sweden, China and the USA.

Juniper’s community operations manager, Brenda Murray, said clients and staff very much enjoyed the visits.

“Not only do we now have a beautiful garden that will provide fresh vegetables and herbs but we have established a new and hopefully long-lasting relationship with the team from Rustic Pathways,” she said.

Case studies show impact of Federal Government aged care funding cuts

Aged care residents in Australia will be hit hard by Federal Government funding cuts which threaten vulnerable and sick older people, Steve Teulan, chair of the UnitingCare Australia Aged Care Network, said.

Releasing new case studies showing the harsh impact of the cuts on people living in aged care facilities, Steve said aged care providers will struggle to meet the health care needs of vulnerable and sick older people.

“These cuts to the Aged Care Funding Instrument which the Federal Government is proposing would reduce funding by up to $18,000 per year for older people with the most complex health needs,” he said.

“Residents of aged care facilities with complex needs are amongst those who would be hardest hit by these harsh cuts.

“Under the proposed cuts, critical health needs such as wound and skin care, mobility needs, arthritis treatment and end of life care will be under direct threat.

New care hub will deliver enhanced services

UnitingCare community services provider, Juniper, plans to build an innovative aged care service hub in Kununurra to provide a full range of options to meet the needs and aspirations of the local community.

Vaughan Harding, chief executive of Juniper, said the project brings together 32 residential aged care places with home care and support services in a modern facility designed for the Kimberley climate and sensitive to local cultural expectations.

“We have worked closely with the community to help realise a vision for Kununurra, to bring enhanced aged care services and opportunities to the town and region that are designed to meet current and future needs,” Vaughan said.

Located on the corner of Coolibah Drive and Ivanhoe Road, the new facility will feature a range of accommodation layouts including single rooms with ensuites and two- and three-bedroom rooms with ensuites.

Street appeal gives back

Forty-four UnitingCare West volunteers and staff took to the streets on Friday for the second annual street appeal, raising money and awareness for UnitingCare West’s homelessness services.

Volunteers, including Uniting Church members and students from Penrhos College and St Stephen’s School Carramar, held cardboard signs with slogans such as “I have a home, I have food. I’m collecting for someone who doesn’t.”

Volunteers placed themselves all over the Perth CBD from 7.00am–6.00pm, raising $3 592 for the Winter Appeal. Students from Wesley College also held a collection at their school on the day.

There are currently around 10 000 people in Perth who are experiencing homelessness, with around 61% of those being women.

Michael Patchell, chief financial officer for the Uniting Church WA spent time volunteering during the street appeal as a way to give back.

Joan’s dedication rewarded as aged care’s finest

Embleton multi-skilled carer, Joan Stevenson, has been named WA’s top aged care employee in this year’s prestigious Excellence in Care Awards announced by the sector’s peak body, Aged and Community Services WA.

A passionate and dedicated Juniper staff member, Joan works within the Memory Support Unit at the City of Bayswater Hostel, a friendly and much loved 70-place residential aged care facility, operated and staffed by Juniper.

Vaughan Harding, chief executive at Juniper, said Joan is a widely respected employee and the award acknowledges Joan’s huge contribution to excellence in care.

“Joan has a natural ability to calm, nurture and connect with residents who have limited means of communication. Her initiative, artistic talents and creativity have also resulted in a much improved living environment for our residents. We are delighted to see Joan’s work celebrated by the aged care sector,” he said.

Among her many achievements, Joan designed and personally created a new Sensory Room for residents – transforming storage space into a calming sanctuary with forest-themed decorations, artificial grass on the floor, massage chairs and aromatherapy diffusers.
